Sanctions are the price we pay for prioritizing human rights; Bagheri
IRAN  - The Secretary of High Council for Human Rights, Ali Baqeri Kani, said at a meeting with foreign ambassadors and envoys in Tehran, "the human rights is not at all an imported item, but it is not an overstatement if we say that the ‘the intellectual property rights' for the concept of the human rights belong to the Iranian nation."

Iran's Deputy Chief of Judiciary for International Affairs and Human Rights Ali Baqeri Kani addressed a meeting with foreign ambassadors and envoys in Tehran along with the Coordinator of the United Nations' Office in Tehran, where he touched upon the Criminal Justice during COVID_19 outbreak, and said, "the root cause of the maximum pressure campaign of the American regime against the people of Iran lies in the resolution of the Islamic Republic of Iran to completely restore the rights of its people and selflessly protect the rights of independent nations. The sanctions are the costs the Islamic Republic of Iran has to pay for its strategic policy of prioritizing the human rights and abstaining from diluting this concept with political interests and agendas."

In the Name of God,

Respectable participants, Gracious Ambassadors, Excellent Diplomats, Ladies and Gentlemen,

Good Morning

Centuries before the self-proclaimed advocates of human rights come to the world, the Quranic flag of the dignity of Adam's decedents was upheld by Eastern nations.


Hundreds of years before the emergence of the human rights word in the "political literature", the "legal tenants of human rights" was presented to the world by Imam Ali (AS) in his letter to Malik Ashtar.

Centuries before that those self-proclaimed advocates of human rights come to existence in the political geography of the world, deep-minded people in this country drafted and made solid documents to safeguard human rights.
Not only is the human rights concept not an "imported product" in this country, but also it is not an overstatement if we say that the "the intellectual property rights" for the concept of the human rights belong to the Iranian nation.

Human being and protecting their status has such a place in the Constitution of the Islamic Republic of Iran that "dignity, the sublime value of the human being, and their freedom at the same time with their responsibility before God," has been defined as one of the sextuplet bases and governance in the governance of the Islamic Republic, and accordingly, the state is obliged to pave the ground for all Iranian citizens to acquire the requirement of "growth", "betterment" and "leadership".

In the Islamic Republic of Iran, the human rights is the base for the mega policies of the Establishment in all areas including political, civil, economic, legal, social, cultural and even security so much so that manufacturing, utilizing and even storing nuclear weapons is banned in Iran because of the Quranic principle of unlawful destruction of plants and generations.
The Judiciary branch as the reference for enforcing and spreading justice, under the auspices of the Islamic teachings and in line with the articles of the Constitution, and to put into practice the guidelines defined by the Leader of the Islamic Revolution, has launched an expanded and efficient campaign for enhancing and solidifying the role and the status of people's rights in judicial governance in a way that public satisfaction with the Judiciary system has witnessed a significant and conspicuous 70% rise in this year in comparison with previous years.

Safeguarding the people's rights during legal and judiciary procedures has a special place in the measures and initiatives devised and undertaken by the Judiciary System of the Islamic Republic of Iran, in a way that more than one third (more than 20 cases) of the instructions, decrees, circulars and regulations issued by the Judiciary Chief in the past year were meant to uphold and protect citizens' rights and guarantee people's rights, out of which, "the Instruction for Protecting Human Dignity and Value in the Judiciary Branch" and the "Decree for Fair and Just Prosecution of Political Convicts" are of high importance.

Your Excellencies

According to the Constitution, the foreign policy of the Islamic Republic of Iran is based on "rejection of any pursuit of or concession to dominance and selfless support for the wronged from all over the world" regardless of their race, color, nationality, religion and sect. Therefore, the Islamic Republic of Iran, since the early days of the victory of the Islamic Revolution, completely cut its ties with the two apartheid regimes of South Africa and Israel. This is while, many self-proclaimed advocate states of human rights had at the time very deep and strategic ties with these two regimes. Even today, the Islamic Republic of Iran, bravely and audaciously supports and will support all wronged nations of the world including the wronged people of the US in the fight against racism and apartheid.

The root cause of the maximum pressure campaign of the American regime against the people of Iran lies in the resolution of the Islamic Republic of Iran to completely restore the rights of its people and selflessly protect the rights of independent nations. The sanctions are the costs the Islamic Republic of Iran has to pay for its strategic policy of prioritizing the human rights and abstaining from diluting this concept with political interests and agendas. Because of the very same reason in all various wars and confrontations in the Western Asia region in the past decades, including the confrontation between the Iraqi nation and Saddam Hussain, the Palestinian people and the occupiers of their lands, the Syrian nation and terrorists, and the Yemeni nation and the foreign aggressors, the Islamic Republic of Iran has always sided with the nations involved in these confrontations. But unfortunately those countries which proclaim that human rights are violated in the Islamic Republic of Iran, including those initiated and supported the latest Resolution of the Human Rights council, have always been backing dictators, occupiers, terrorists and aggressors.

History will testify that the Islamic Resistance Front headed by Iranian Lieutenant General Qassem Soleimani bravely stood against Takfiri terrorism and its financers and supports, and mightily defended the rights of the people of the region, including Muslims and Christians, Shiites and Sunnis, Arabs, Kurds and Turkmen, to annihilate the expansion of terrorists' rule over Iraq and Syria. However, the American regime assassinated this courageous Iranian commander to take revenge from the Resistance Front for all the losses it inflicted upon terrorists to once again prove that in the confrontations between the nations of the region and terrorists, the US will always side against nations and along with terrorists.

Ladies and Gentlemen,

Regardless of illegitimacy and illegality of the sanctions imposed by the US which abided by other Western countries, these sanctions are book examples for violation of the basic rights of the Iranian nation and it is an irony of history that countries which are contributing to blocking the financial and bank accounts of the Iranian nation, and even have gone further and are refusing to allow Iran to import food, medicine, and medical equipment urgently needed by the Iranian nation, are proclaiming to be advocates of human rights in Iran.


During the COVID-19 pandemic, the great and glorious nation of Iran, once again demonstrated and proved that the concept of human rights originated in their homeland and it is not infected by any virus including politics, with generously sending anti-COVID-19 equipment to all countries, including those which practiced sanctions against the Islamic Republic, to teach those countries with its practice rather than preach what is human rights.

At the end, besides extending my deep sense of gratitude and appreciation to all ambassadors and political envoys of other counties along with the august coordinator and colleagues of the UN office in Tehran, I voice the readiness of the Islamic Republic of Iran's High Council for Human Rights for expanding bilateral and multilateral cooperation in all legal and judiciary areas to enhance the international index of human rights.
