HCHR statement on newly released report of Special Rapporteur on Iran
IRAN  - The full statement read as follows:

The special rapporteur for Iran was appointed in a political process by countries that have had the biggest role in violating the Iranian nation's rights during the past four decades. This political decision made by the UN Human Rights Council, which was agreed upon only by 46 per cent of the member countries, led to the appointment of the special rapporteur.


It is worth mentioning that the country which has proposed the appointment of the special rapporteur for Iran, has had a key role in imposing sanctions on medicine and medical equipment against the country and has indirectly killed innocent children with Epidermolysis bullosa. Also, among the countries that have supported the appointment of the special rapporteur, there are those who have a dark background with respect to violating the Iranian nation and other nations' rights, including the European state involved in toppling Iran's legitimate government in 1953, the European state involved in the manslaughter of more than nine million Iranians during the world war one, the European state which supplied chemical weapons for Saddam regime during the Iraqi aggression against Iran and the Asian state which amputed a journalist in a diplomatic place.


The special rapporteur's last report proves that he has had a mission for a pre-determined result; therefore, he has provided justifications in order to make his false and inexact claims credible. Due to this reason, his information resources included groups and individuals with a history of crimes against the Iranian nation and a dark background with regard to violating Iranians' rights and cooperating with belligerent states such as the US regime.


In his last report, the special rapporteur has merely mentioned few cases of the US hostile acts against Iran and has paid no attention to the long list of inhumane measures, including violation of the right to development, the right to welfare, the right to health and the right to life, taken by the US against the Iranian nation and neither has he taken any measures so as to stop the US blind violence and grudge against Iran.


Some of the mentioned hostile measures which have affected the Iranian nation and to which the special rapporteur has made no reaction are as the following:


1. Sanctions on countries which continue to purchase petroleum from Iran (April 2019)
2. Introducing IRGC as a terrorist organization (April 2019)
3. Sanctions on metal industry, iron, copper and aluminum (May 2019)
4. Sanctions on petrochemical industry and its 39 sub-categories and agencies in abroad (May 2019)
5. Sanctions on Central Bank of Iran and Iran's National Development Fund (September 2019)
6. Sanctions on Bahman Car Manufacturing Company and related industries (October 2019)
7. Sanctions on Iran's Construction Sector (November 2019)
8. Sanctions on Sales of iron, graphite and coal (November 2019)
9. Sanctions on graphite electrodes and needle coke (December 2019)

sanctions have caused the rights of Iranians including all men, women and children with any religious or political beliefs to be violated.


In his report, the special rapporteur has not only skipped many unilateral and illegal sanctions imposed by the US regime, but also he has shortly mentioned the cruel sanctions on food, medicine, humanitarian items and air transportation which are also referred to by the ICJ's temporary order issued on October 4, 2018. He has not even provided any operational solution in this regard and has not said a word in his speech at the Human Rights Council on the effects of these barbaric sanctions on the spread of Corona virus which has led to crimes against humanity in Iran.


The special rapporteur for Iran has acted so unprofessionally that he even seems to have jeopardized his own professional reputation. He has remained silent with respect to an issue which is the concern of tens of millions of Iranians. The targeted assassination of General Qasem Soleimani, the greatest advocate of human rights in the region, was not only a violation of international law principles such as the right to life and the prohibition on the use of force but also it was a clear violation of the Iranian nation's right to have a brave commander and a national hero. Tens of millions of Iranians who took to streets in different cities to attend and respect General Soleimani's funeral, indicated the depth of intimacy and love various groups of people have for this national hero.


The High Council for Human Rights believes that a mission backed by political votes of countries with the darkest background in violating the rights of the Iranian nation during the past four decades, and now sharpening the brutal blades of the US sanctions against Iran, could not be considered as an advocate of the Iranian nation's rights. On the contrary, safeguarding the Iranian nation's rights means that human rights defenders stand against the US brutal sanctions and take Iranians' concerns into consideration. Thus, condemnation of the US regime for the criminal act it has committed and caused the assassination of General Soleimani would be an indicator in distinguishing between true advocates of Iranians' rights and false ones.


The High Council for Human Rights expects the UN Human Rights Council to examine its practice during the past few years and considering its pre-determined goals such as neutrality, moderation, transparency and realistic pathology of its own decision, the Council is expected to avoid politicization and should not allow money and power to affect its function so as not to ruin the rights of nations. Ensuring the rights of nations and combating complicated political mechanisms should become the Human Rights Council's top agenda so that its universal capacity would not be at the service of the powers which are unfamiliar with humankind and human rights.
